Something in the cypress family, probably Leyland cypress - thin-looking example, not doing well to begin with and maybe getting one of the blights or bugs it can be susceptible to.

i might WAG.. they dont like being hit by the lawn sprinklers .. nor the shade they are in ... besides the host of other issues both plants have...

Yes, in this shot it looks like they need more water - it's just the old foliage dying and falling out, on the innermost parts of the branches. When otherwise dense kinds of conifers go bare on the inside and you can easily see it from the outside it is because site conditions are less than optimal.
