That's sort of an obtuse question. I'd say that any shrub known to be a sun tolerant shrub, grown properly so that it can develop a strong root system, and provided with adequate water when there is no rain, will be very resistant to sun scorch. I lived in much hotter climates than yours and can't say that I've ever had shrubs with sun scorch.

Probably easier to identify the characteristics that lead to susceptibility. Understory plants, those which prefer moist soil (shrub dogwood, hydrangea, winterberry).

Or look to those plants that come from arid plains, such as the great plains, where annual precip is low and continentality swings are extreme...sumac, symphoricarpos, ural falsespirea.

And then decide exactly what you want your landscape to look like. We may cry about extreme weather and what it does, but we still want our landscapes to have greater variety than what has become known as box store standard.
