ps: give it more time... and since its a willow.. go ask if you can have a cutting of the other .. to root .... and see if that one does the same on your property .... then you will define if its a soil issue... in a couple years anyway ...

Give it a good pruning in early spring (March) its the new growth that is the most spectacular.

I did cut it back to 12 inches so maybe I missed the color since it was ground level. Do you think trimming a few inches off the tips might help it to grow some pink?

I'm with Rogerzone6. We have three gigantic Dappled Willows and we get them cut back by at least half in March. I may even have them taken back more next spring. They leaf out and then begin to turn pink/white/green about six weeks after that hard pruning. You have to give them drastic haircuts to get the best color.
