Can you grow Loropetalum there? There are both green and purple leaved varieties. Also check out Abelia varieties, dwarf Nandina such as 'Gulf Stream' or 'Moon Bay', Lonicera pileata...maybe someone from your zone will respond with more ideas.

'Sunset', like most rock roses is tender and may not last on heavy soil. I like Viburnum tinus 'Compactum', possibly that would work there. A lot of it is planted up here. One of the the neat things about it (I am talking about the clone Monrovia has sent out for years, and not one of the other forms I have seen recently on the market here under the same Spring Bouquet selling name) is that it appears to be self-fertile, able to stud itself with striking steel blue berries without another clone being present.
