Could you indicate where it is located and perhaps how big it is? Is it growing in a garden or a wild shrub?

What region? Looks like Pacific Wax Myrtle. Possibly it got too cold last winter, otherwise some other serious mishap has occurred.

Grass should not be growing right up to base of stem. If it persists to become successful in that spot will grow much larger than it is now.

Thank you! Im in region 7. I looked up some full grown ones and see that this is not what I want on the corner of my house on a small lot.

Myrica cerifera can be an attractive shrub/small tree when trained as a standard with the lower limbs removed and then limited to one or more trunks. I can be up to 8 feet tall or more and take on a mushroom shape with periodic pruning. After it has been growing that way for a while you can underplant with something else.
