Losing Viburnums

I am losing a hedge row of viburnums ... leaves initially have brown spots which turn to gray and then fall off ... plant seems to do shortly thereafter.

Here's a pic (not the best) ...

Bottom left, you can see a couple of leaves with the ends turned gray and some leaves above with the brown spotting.

Any ideas as to what could be causing this ?

Those few dry tips indicates water shortage. Tough to see the brown spots. Overall, the vib is in very poor condition, perhaps beyond any help you might provide.

What is going on next door on the other side of that fence?

Could be off-campus behaviors negatively affecting your hedge.
