Dusty gray stuff on yew?

Hello! First time poster.

I recently planted five yews along our backyard to screen an ugly parking lot next door. They all seem to be doing well, except for one, which seems to have a persistent gray dust that appears on about 1/4th of the needles. I can rub it off easily and the needles are perfectly green underneath, but I'm wondering what it is and how to prevent it. It appeared there almost immediately (in fact, I'm wondering if it was there when I planted it).

All the other yews, and indeed this one, are doing fine. They are in a pretty shady spot underneath a large maple tree, but they do get sun in the morning and evening when it comes in at an angle.
