transplanting crape myrtles ... again

In an earlier post this summer, I received recommendations regarding transplanting crape myrtles. At the time I decided to plant at the end of this month. After reviewing the responses again,I've decided to delay the transplanting until leaf drop.
For planning purposes, can someone tell me approximately
when this will occur?
Also, I assume you wouldn't fertilize at the time of transplanting so as to not promote top growth and, instead, allow the plant to harden off. Any reason to apply a bit of bone meal to assist with root growth or is this also a no no?
