Emerald Green Arborvitae, newly planted

About 4 weeks ago I planted a bunch of emerald green arbs. They look healthy. I posted one pic of them (healthy.jpg) that has some lighter green tips - guessing that that is normal, but not sure.

About 2 weeks ago, I planted another bunch of arbs (same purchase date), and the soil along the side that I planted these on definitely gets more water.

I've noticed that they are starting to lose leaves on the bottom/inside and am trying to figure out if it's too much water,or just normal for this time of year, stress of new planting, etc.

If it's too much water, will digging them up and replanting higher, on a berm help, or is it too late?

Appreciate any feedback...
