Narrow bed by driveway

Our home has a swing driveway, so we have a lot of concrete in the front. At the east side of the property, we just had an 8' board on board cedar fence installed to help give us privacy and screen the neighbor's house.

The flower bed is 4.5' x 24' approximately. We have irrigation, but that bed stays on the drier side.

What are some good choices of landscape options for that area?

I have considered Blue Point Junipers in a cone shape. I am also wondering about Savannah Hollies? I do need space to back up our vehicles and we back up almost to the start of the flower bed. So, I need to make sure whatever we plant doesn't get so large that it wants to extend far over the bed. Would 4.5' be too small to expect a Savannah Holly to stay?
