Although this is a very tough, workhorse sort of shrub, I might wait until spring to be on the safe side. You want to have sufficient time before the ground freezes to allow for some new root establishment. If you anticipate at least 6 weeks before this happens, you could move them now.

when it freezes hard is a roll of the dice. I've had years where I picked my last tomatoes in early December & have seen snow before thanksgiving. these were planted about this time last year. the ones I'm moving will be close to the house & facing west so I think i'll chance it. I really need to re-grade the area they are in.

it's rare for the ground to freeze hard before late December or January so they should be fine.
