Can you give us a picture? Have you pruned or fertilized it?

No pics currently. Meant to take one while in mini-bloom this spring, but forgot. It went into a new bed which was amended with manure - compost, etc. Good organic soil on an established site. Not new construction. No pruning as yet. Was giving it the first few years to just do what it does. I would prune after bloom next spring.

perhaps over fertilized.. most shrubs do not favor such.. and end up doing more green to use it up ..

but the first thing that comes to mind .. is whether it is in full sun??? they do not favor shade ..

and finally.. we need to see the plant.. i dont care for a pic in flower ... i will take your word for it..

finally ... in my cold z5 ... they are very temperamental with late winter frost/freezes that destroy the buds ...

try cutting a few branches in feb or so.. put in a vase.. and see if they flower indoors.. if those flower.. and outdoor buds fail.. there is your answer ...

The spring leaves on my Citrus Swizzle are so spectacularly yellow that you can't see the flowers anyhow, and it lasts for some weeks. After that, it's not much. But worth it for the spring show alone.

Plenty of sun. I grow roses in that bed so it is 6-8 hrs of sun. I do fertilize the roses, but with an organic fertilizer with low numbers. Nearest rose is two feet away. Beyond that it just had the bed prep when we put it together which was compost and manure and organic soil.

Ken's idea of a spring frost/freeze could be correct. Last spring was so weird weather-wise. Very warm early on with a few cold nights. I was worried about the roses and ran around covering them, but didn't think to do anything with the other shrubs.

This one rarely, if ever blooms.

If you want a variegated one that blooms well then Fiesta is your answer. It is a vigorous growing plant though.
