Overpruned loropetalum with only outer leaves

I recently moved into a house with a plum loropetalum that has been pruned into a box shape in the front yard. It is currently about 6 feet tall and blocking a window. The way that the previous owners had the plant pruned the inside branches are completely bare and from the small sample I scratched have no signs of life. There is only a very small outer layer of the box with leaf growth and then sporadic new legs that grow out of the top, but with no growth in the center.

What's the best way to revive this plant to it's natural glory? Can loropetalum take a severe prune and revive itself? My ultimate goal would be to prune it down in size, but also return it to a more natural shape with horizontal legs. Thanks for any ideas. (I'm not planning on pruning now, just getting a plan of action together for when the time comes.)
