Cornus sericea/stolonifera. Cut mature shrubs to ground? Q's...

Hello,
I have read Cornus sericea (red twig dogwood) can be cut to the ground to rejuvenate.

I've done it a number of times with good success.

I have also had them not come back, OR, just 1-2 weak little shoots come back and barely amount to anything.

I have quite a few in strategic locations and would like to prune them to the ground. But can't afford them to die. I'm unsure if the is a trick? Fall or spring? Anything you can suggest appreciated. Thanks!

PS, removing the old wood isn't ideal as these are older bushes with little new growth. And huge old growth- some stems must be 10-15 years old.
