Sunset's Western Garden Book lists most species as perfectly suitable for your location. In fact, they indicate 'Chindo' and other cultivars of V. awabuki could be damaged by frosts/colder weather in Sunset zones 8,9 and 14 (all corresponding to the Sacramento area). Haven't grown that particular variety myself so not sure how accurate that is......I find Sunset to be overly conservative in that regard.

Less of an issue than cold hardiness or heat tolerance would be that of drought tolerance......viburnums tend not to be very happy in dry conditions.

If there are any that might be bothered by mineral salts that could affect your results.

Monrovia offers multiple different kinds but they have an Oregon facility as well as the one in California. M. Dirr has a viburnum book out, maybe something about individual tolerances could be found there. Otherwise what appears at local independent outlets, where somebody might be paying attention to what can be grown there, as well as nearby publicly accessible collections should indicate possibilities.

Thank you for the replies bboy and gardengal. I've got Dirr on the wish list for the next Powell's book order. I hadn't thought of UCD and I'm on campus a couple times a month. I would like to see some viburnum before deciding. Neighbor has built a structure close to the fence and after 2 years we've given up hope that they will complete the paint job on the side we see. A Chindo may be the thing. I don't need a prima donna, just a chorus/backdrop.

Freezing is not much of a consideration. In the past 9 years, I haven't lost too many things. Water is important. Here in Sacto we have 6 months, April-Oct with less than an inch of rain each month. Supplemental irrigation is a given. Each year the beds get wider and the grass gets narrower.
