My neighbor needs help in identifying this 7' tall plant

well known for its prolific seedlings..

is it a volunteer???

check out confederate rose too, it's also a type of hibiscus -kinda the southern version of rose of sharon, not as hardy and dies back to the ground over winter.

Yes, this is confederate rose or similar. Rose of sharon produces different leaves and a different flowering habit.

Agreed, Hibiscus mutabilis, not syriacus. Not a native but not invasive. In spring, trim everything left (dead stalks/canes) to about a foot, maybe less, depending on what the crown is like. Old cane stumps trimmed in previous years can be knocked loose at this time.
