How to remove lots of rosemary?

We love our rosemary plants but they have taken over a large area to the point that pests are hiding under them and they're unsightly. We'd like to replace them with jasmine or honey suckle ... but how to remove the rosemary first?

It is in a 15' x 5' area next to my driveway. There are pipes for irrigation to the rosemary and some other plants nearby.

My initial impression is to simply:

1. cut close to the roots;

2. hack away with a shovel to remove the root balls/networks;

3. run a rototiller over the areas away from the pipes to destroy the remaining root system;

4. Plant the jasmine on top and water plenty.

I'm concerned that the root system will be a real challenge to remove - this is a 15 year old network of rosemary bushes, about 3-5' tall and thick with old growth.

Any suggestions or ideas on how to make removing the rosemary easier?
