The chemicals used to separate the wood pulp, bagasse, rice stalks, or other materials from the lignin that holds the fibers together are pretty harsh, but they are washed from the fibers before those fibers are made into paper. No trace of those chemicals are in the finished product, the newsprint.
Do not be concerned about using newspaper or cardboard as a mulch in your garden or as a carbon source in your garden.
