Starting new compost bin

I have a bunch of material used for making compost
I have been leaving it sit for over a year and get really nice compost from it.
The pile is about 4 foot hi at it's highest peak, spreading out about 15 feet..
Today I moved it all and placed posts at 4 ft corners, wired the outside and ready to toss in what I moved...
Should I do anything other than shoveling it back in ?
The material has frozen packets here and there.
A lot of nice aromas coming from the removed material, almost like a rain in the late spring.
Eventually I'll have 2 of these squares, along with my tumbler.

Moisture and air are the two items most often lacking in many compost piles, or too much moisture and not enough air. The bacteria that will be digesting that material need some of both along with enough Nitrogen to keep them working. Some chunks that are frozen indicate that there may be too much moisture although maybe only in spots.

The frozen pieces are on the outer perimeter and crusted.
Open to air, a while back I placed a cover over the entire pile.
After a month or so I checked it and thought it was to dry, I removed the cover exposing it to the elements.
Snow and rain moisten the pile, however it must drain rather well because I never find it drenched.
I have a friend who's garden is fabulous, he has a large truck load of leaves dumped off from the leaf truck.
These leaves have gone through the vacuum picking them up and are very nicely shredded.
He leaves these in a pile till the next growing season, thats all he uses for fertilizer and mulch, works great for him
