Found Compost Bin--Unfamiliar Form--Not Sure How to Use it

Our neighbors moved out & left a bin they'd apparently been using. I'm interested in composting, but not terribly experienced. I have two worm bins, but can't tell what type of material I should compost in this one. Right now, I've got some odds and ends of garden waste in there, but I'm not sure what it's best for nor where to put it (looks to me like stuff will just fall out of the holes when it's done).

So--any advice on content or use would be helpful.

You can't really see from the picture, but it has big iron spikes around the central core, so they'll stir things when (I guess) the straps are pulled to rock the barrel.

If it rotates, it would be a tumbler, perhaps homemade, perhaps not.

I used a tumbler for two years, then gave it up. I found a simple mesh bin to be much cheaper, held more, was easier on my back, etc.

There are a number of threads in this forum on the subject of tumblers. If you have not previously had a outside composter, I would either start with a simple bin, or try a bin and the tumbler (if that is what it is) at the same time for a comparison.
