if I have some whole citrus fruit spoil I might cut it in half first before adding to the pile, then it won't hang around as long. You might see larger peelings last a bit longer than other stuff, but it breaks down pretty well even in a cold pile.

In regular compost piles you can add citrus fruits, or the rinds, in small quantities. Some people have reported problems with digestion if large amounts are added at once. The peelings from two or four oranges, a lemon or lime on occassion seem to be digested quite rapidly in my compost bins.
Vermicomposting is different and the worms doing the digestion there do not seem to like citrus.

Rinds decompose very nicely in almost any quantity ... it's just fresh plant matter. Layer them in with the rest of the stuff.

Intact fruit, on the other hand, sometimes petrifies and stays that way. I've been moving some petrified oranges from one heap to another for a few years.

Now I cut them in half or mash them before composting to give the pile a chance at the middle. If I have a really large amount of spoiled oranges, I run them through the shredder with some pruned branches. It smells wonderful and composts quickly.
