Algae doesn't hurt plants. It grows in the fertilizer jugs I refill free at a local nursery. They give instructions about cleaning them with hot water & sunlight if it bothers the gardener, but states it is fine for the plants.

Great idea for the bubbler to circulate the water & prevent mosquitoes from laying eggs there. I would think you'd need to empty, clean & remove the mosquito larva that might be present.

They have a thing called "mosquito fish" if you are afraid of getting mosquitoes. The fish eat the eggs and bugs. But they cant live in compost tea. Just have them separate (two pond liners) and split the air pump.

If your worried about algae, use H202 (hydrogen peroxide)

Understanding what Algae is and how it grows can be a good start to controlling its growth where we do not want it growing. Putting things such as Chlorine and Hydrogen Peroxide in the water will do more harm then the Algae will.
Controlling mosquito growth in our small ponds is fairly simple and has been known about for at least 50 years. Mosquito larva need fairly still water to grow in so keep the water moving and if there is enough water provide some fish to feed on any that do hatch.
