Preparing for next spring

My soil is adobe. Been growing vegetables for a decade or so, slowly adding compost, etc. to soil. I have just planted a cover crop (Bell Beans, Dundale Peas, Magnus Peas, Common Vetch). I'm thinking of adding some "steer manure blend" now so it can soak into the soil over the winter. I live in northern California. No snow, but (hopefully) a fair amount of rain. Or should I wait to add the manure in the spring before I start my vegetables?
