Cover crop to enhance soil.....

Hey guys, I have some new soil that I want to amend and make a little...."better". I am going to mulch it and add compost, worm castings, etc. But its not going to be planted for about 2 more months. Its in a heated greenhouse, so I was thinking of a cover crop for a bit. Something like Alfalfa or Fall Rye. Then, a week or so before planting my peppers, I'll till the top layer in, add some mulch, then plant my transplants.

Any thoughts or suggestions? Is this a bad idea? Do cover crops add much to the soil?
