I'm just south of Dallas County, zone 8a, heavy alkaline black gumbo clay. yucca will grow outdoors here as long as they're in full sun with excellent drainage. It seems to me that waterlogging is always fatal, but they don't seem to be at all picky about soil. Since aloe will freeze if left outside in the winter, all you have to do is grow them in a container with the right kind of soil.

How to make a soil that tends to retain too much moisture depends on why that soil tends to retain too much water. If you have a high water table then the only solution is raised beds. If the soil is just compacted and will not allow water to move through then adding organic matter should open it up. However, if the soil stays water logged because of too much organic matter then, again, a raised bed may be the only solution.

Make a french drain, dig a trench 14 to 18 inches deep, with the lower grade sloping away from the house through the bed. Fill the trench with 4-6 inches of gravel, then put down burlap or a porous contractors cloth & sandy loam soil. The trench can be as wide as you like.
