If it's made from a starch like potato, absolutely.
Polystyrene, absolutely not.

I always thought that perlite was nothing but ground up foam. After acquiring a tremendous amount of potting soil from a nursery I researched the difference.

The Styrofoam most synthetic packing peanuts or popcorn are made of would not be a good soil amendment. Those made from starch, corn or potato, will simply melt in soil.

To identify cornstarch peanuts, hold one under the faucet. Starch will dissolve immediately, Styrofoam will just look at you.
