Covering raised garden bed

To get a jump on spring planting, I setup our first raised backyard patio garden bed, filled first with pea gravel, and then garden soil. I put a tarp over the whole bed. It has since rained and so even though there was initially plenty of room between the tarp and soil, now much of the tarp is sitting on the soil. The weather has been erratic (at first well below freezing, then a warm spell and now freezing) I worry that I may be creating an anaerobic environment. I thought the tarp would be a wise way to keep soil nutrients from leaching out. Should I be concerned or go ahead and remove the tarp?
