Most organic material can be used as mulch. I would see no problem using it. The problem I see is that peanut hay is known to be high in protein or in the case of gardening nitrogen. Most hay will take a loss in quality baking in the sun or rain. Therefore one should conclude that there is loss of nitrogen. I just seems like a waste. I would rather see you compost it taking advantage of it's value.

If you live somewhere peanuts are grown and the resulting hay is fairly readily available, fairly inexpensively, in lartge quantities peanut hay may be a good choice for a mulch. However, if you must purchase it at a garden center at fairly high cost there should be other much less expensive material available.
Purdue University seems to think peanut hay has much more value as livestock feed then mulch.

Thanks.

This is year old peanut hay that has been sitting out in the weather. I guess it's lost all of it's nitrogen value. At any rate, it is FREE!!! so I thought it would make good mulch.
I would love to be able to compost it if it is worth that.
I have access to 15-20 large rolls FREE!!!

Free! Go for it! I used to live near a peanut farm, They sold the hay, but you had to get on a waiting list because it was in high demand. It was still green though.
