It's too busy and needs more privacy. The rocks need to be rearranged so as to look more 'natural'.
There is a Japanese Garden Forum that can help you if you want.

You might try the design forum, there are a lot of talented people there. But be prepared for candid (sometimes snarky) comments on what is there.

I suggest more trees and vines to conceal the chain link fence.

Why the exaggerated wavy stone border? It looks too contrived. A single simple curve would be more effective than the steep waves, not to mention easier to mow :-)
