Flaking & White Flagstone

we installed flagstone 3 yrs ago and it is starting to flake and has white spots scattered all over. we sealed it with the sealer that gives it that shiney look, our friends acid washed theirs. i am not sure if we should remove the sealer and acid wash it or use siloxane (this was recommended to us). has anyone ever experienced this? any advise would be helpful.

If you hired someone to do it have them come out and look, because flagstone should not be flaking unless there was a chemical reaction to something used in the garden area, like spraying weed killer while standing on the flagstone, which is what the white spots sound like, but I am not a stone mason.
