Bluestone pool deck

I recently demolished my pool deck to do repairs to the pool. I'm intending to install a natural cleft random pattern bluestone patio. I'm in the new york metro area. Due to the site location I'm intending to set the stone on gravel and crushed stone dust rather than a concrete slab. I've received two bids. The first is for $41/ sf and the second is for $11/ sf. Materials, etc all seem to be the same and both masons have provided me with references etc. I can't make any sense of the price difference. I'm having a third estimate done but can anyone tell me if they have experience with the pricing on this work? Thanks.

Material cost for just the stone can be in the $5-$6 per foot range at a minimum. Now add in base materials (crushed stone, stone dust, landscape fabric), plate compacting, etc. Labor? Was the $11 just for labor? Or just for the stone.

I'm in CT and prices for what you describe are usually over $40 per foot.
