Prevent lava rock from sinking

Hello. I am planning on putting down lava rock/landscape stones around my house. I will have perennials planted in the same area. In some areas, the slope is fairly steep (drops 3 feet per 6 feet). I have large boulders in that area for design and to help prevent erosion. How do I prevent the landscape stones from sinking into the ground. I have read all the horror stories regarding landscape fabric but I can't figure out what else to use to help hold the stone in place.

I know that once it starts sinking, it's a mess. The people I bought my house from had lava rock in all the beds around the house. They placed plasic on the ground and then placed the lava rock on top of the plastic. When we moved in I decided to take it back to dirt. The plastic had started to tear and the rocks sank. Twenty years later, I'm still digging out the rocks.
