Best plants/rocks for rock beds

I am going to begin rock/stone beds in my front yard instead of mulching every year. I am wondering what the best types of rocks are for this purpose (I just want to use some type of small gravel/stones you get at stores like Lowes. Also, since my options are open what grows well in stones? I want perrenials that are easy to manintain and produce some color. I live in northeastern Ohio so I know my options are limited. Any suggestions would be great!
