What mixture of soil/sand between flagstone patio

We are in the process of installing an irregular flagstone patio. We have left 1/2" - 1" between each stone so we can grow ground cover in between the stones. I know that you need to combine sand and soil to get plants to grow. I don't want to just put compost in between because I feel it is too loose and won't compact the stones adaquately. I have seen the filler referred to as "loam" in some online instructions, but I don't know what "loam" is. What is a good mix of soil and sand, or compost and sand, to allow for good compaction and growing of a hardy groundcover such as wooly thyme?

loam is good soil.do not use compost. just use good soil. many plants will grow in sand as well.
