Decorative stone fence

I want to build a low (3') "stonish" loking decorative fence around two sides (corner lot) of my property (180').
Best for us would be an off-white concrete balustradem with top and bottom railings.
Any idea where and how to buy it cheap?

What is "stonish looking"? There are stone walls, and there are concrete block walls that get faced with stone. Is that what you mean? Neither one of these is cheap unless you have access to free stone and do all the labor yourself.
