flag stone on top of existing patio OK?

My contractor told me he is going to lay flag stone on top of existing patio slabs. There is no point in destroying the perfectly good slabs he said. I would think the only issue is elevation difference then.. what do you think of this?

There are pieces of wood between the concrete.. Should I get him to take it out? Is it going to shift more to take it out?
