flag stone on top of existing patio OK?

| My contractor told me he is going to lay flag stone on top of existing patio slabs. There is no point in destroying the perfectly good slabs he said. I would think the only issue is elevation difference then.. what do you think of this?
There are pieces of wood between the concrete.. Should I get him to take it out? Is it going to shift more to take it out?
