Flagstone Pathway over cement walk?

I wish to pave with flagstone a 150' cement path (3' wide) running from the drive to my home. Do I lay the flagstone with morter or place on packed sand. Which method would be my best direction?

I lay mine in mortar. That way you don't have to shore up the edges with anything. It's nice to have a cement base to lay the stones on, it will make it much easier.
