concrete in the way of my new bluestone walk, can I jackhammer?

Hello! I am in the process of having a new tumbled bluestone sidewalk installed and have run into a glitch. In digging out the dirt, my landscaper uncovered the cement base close to my cement steps which is in the way (it extends out from the steps for about 12") and I want to get rid of it but do not want to compromise the stability of my steps. We have 2 choices-1. leave the cement there and cover w/ pebbles which will be in between the bluestone anyway or 2. remove some of the cement and start the bluestone right where your foot would step down to the walk. I prefer #2 but am afraid to jackhammer so close to cement steps. I feel it will just look unfinished if you first step on pebbles, then the bluestone. I am going to try to attach a photo.
Has anyone run into this? Any comments are really appreciated!
