Cement or Mortar in a flagstone walkway

My husband has almost all of the flagstone laided now. Should we use cement or mortar to fill in the cracks. He mentioned sweeping it in dry in the cracks and then wetting it down to set. What is the best way to set our flagstone walkway?

you don't give any detail on where you live, if you have frost heave, if you have a foundation under the flagstone, etc. With no info, I'd say use polymeric sand and not mortar.
