I just had a new flagstone patio mortared over concrete patio. The stones are Arizona Rosa (Red/Pink color). The whole patio now looks kind of Grey and dull!

When I wet it I can see a film and some spots of mortar on the stones.

What is the best method to clean this up so the nice teracotta color will show through?

The best method is to call whoever laid the stones back to clean it up.
