Concrete pavers used like flagstone

I do not think or want to fool anyone by using concrete pavers that are 18X18X 1.5 inches instead of flagstone.
But a path that is over 300 feet long is costly even with concrete mold stepping stones.300'x12"= 3600"~18"=200 stones.
I do not want to try to make it with true flag stone.
Plus the molds are of abs plastic & will last for years if taking care of.
Can I tamp the earth,put down 2" of graver, tamp,2" of sand,tamp & place pavers, then use sand to fill in any cracks just like flagstone?

Sure you can. If the existing soil is stable then go for it.
If the existing soil is not stable (expansive clay) then just be prepared to re-lay or re-adjust it from time to time.

Thanks, it is sandy & I will remove organic matter, pack the soil to level & make it stable.
