Plastic on hoop house over winter?

Hi all. My husband and I are getting ready to build a new hoop house. We built one last year out of PVC and the snow just crushed it (we live in western Montana). This year we are upgrading to metal hoops - 1- 3/8" top rail from chain link fence (we're using the bender from Johnny's). The bender makes hoops that are 7' tall and 12' wide.

The question I have is: can we leave the plastic on over the winter? Does anyone have experience using the fence top rail as the hoop material? I've seen round hoop houses all around our town, but I don't know if they are using stronger material for the hoops.

My husband is concerned that leaving the plastic on over the winter will lead to another crushed hoop house. I'd like to leave it on so we can put chickens in their over the winter, and so we can attach the plastic more securely.
