Brilliant concept; a portable greenhouse/cold frame on wheels. After sprouting and hardening the plants, you can pull them out to where they get planted.
I think I would modify your design to base it on a wagon that could also be used for hauling compost, etc.
BTW, how many people do you feed with that 'garden'? Or do you sell produce?
