should I cut the wapper on the root?

I bought a japanese maple in a plastic container last summer and didn't have time to plant it into my yard.

Today I take it out from the container and it seems that the root is wapper with some material. and there is soild out of the wrapping material.

My question is that should I break the ball and pull the material away before I plant it into ground? or I just put the complete root ball into the ground?
