Math Question Dilution

I am diluting phosphoric acid to be used for lowering PH in water.
The recommended rate is 2.5 oz per 100 gal water.

I added 2 oz to 1 gallon of water.

I measure out 1/4 teaspoon of that into a quart of water and that is enough to reduce the PH.

What is the dilute strength of the phosphoric acid in that 1/4 tsp?

I suspect I am well within the range but I get lost in the math.

Am I under the "parts per" of the recommended rate of 2.5 oz in 100 gallons of water?
