NO Blooms on Peonies

Last fall I moved 2 peonies. The plants came up in the spring, though the shrubs are slightly smaller than I recall from last year. Both plants flowered beautifully in the past. However, this year, the shrubs are smaller; there is only 1 bud on one plant, and no buds on the other.

From what IÂve read, I feel it could be one of two things: the depth of the at which I planted them may be "off". Or they just need a year or two to become accustomed to their new environment. (The amount of sun they receive is the same, so IÂve ruled this out). The plants do not seem to be infested by any insect.

How and when should I check the plant depth? If the plants are not at the appropriate depth (IÂve read 1.5" or so), when should I dig them up and remedy this?

Any other tips/suggestions would be appreciated.
