why do seeds that are already covered with dirt have to be germin

This is more one of those, "But...WHY?" types of questions. Why do certain seeds -that are already covered with dirt - have to be germinated in the dark?

I just bought 4,000 vinca / perriwinkle seeds and am traying them up. Finding a dark spot for all those trays is difficult when you don't have a cellar to use. So they are sitting under black sheeting in the garage.
I know it's not critical to know why, but is sure is one of those things that now that I've thought about it , will nag me.
