Take it apart, buy new cells, put it back together. If one cell in the bunch is toast, the whole bunch is useless. So you could get lucky and only need to replace one cell. But how long before number 2 cells dies.

Put it in the Freezer for 24 hours.
Take it out and let it have plenty of time to normalize through and through to room temp before recharging.

It's kind of like comparing apples to Corvettes, but I've seemed to do the trick on my beard trimmer-
Run it till it barely turns over.
Let it sit 30 minutes or more..You'll kind of get a "feel" for how long.
Repeat until it is pretty much totally exhausted.
Recharge.
Worst case is you wasted some time where you could have been feeding starving orphans.

The "secret" that sometimes works, at least temporarily, is to "zap" shorted NiCd cells (individual cells, NOT the whole pack). It can sometimes "blow" the whiskers that have grown inside the cell and allow it to recharge again. Goggle will get you the dope on how to do it for free. Basically you use a couple fully charged cells in parallel with each shorted cell in brief bursts (using a switch or wire) to "zap" the whiskers, dendrites, or whatever you want to call them. The current pulses through the low resistance short burns through the fine short and allows the cell to be charged again (if you are lucky).

But if your NiCd pack is several years old, you are better off replacing the pack or replacing the whole array of cells inside it if you're a DIY'er type. It's a bit of work replacing cells, but it can save some money, and you won't go to a lot of trouble zapping individual cells that may or may not revive just to get 4 more shortened charges out of an old pack.
