Garden Way Tiller

I have a old garden way rear tine tiller there are no model or serial # that I can find. The question that I have is the tines will swing about 15 degrees right or left is this the way it should be? It looks like someone tried to tack weld it into place but it broke loose, can anyone give me any information.

Explain a little better. Is it a PTO model with a lever on the left side "engage and Disengage tines"

No. It has cable and a lever to engage the drive for the wheels, the tines are connected with a round tube from the gear case and it swivels at the gear case, I haven't taken it apart to see if there is anything broken it does not seem it should be loose.
