troybilt supertomahawk model 15016

I have a troybilt super tomahawk chipper shredder with electric start. There are three key positions on the starter switch-stop, run, and start. The run and start positions work fine, but the motor does not turn off in the stop position. When I look at the back of the switch closer, I noticed the single wire coming from the most left hand side just dangling in space. I also notice a black wire coming from the engine not connected to anything. When this wire touches the frame, it stops the spark. My question is, how do I hook up these wires? Just connecting the two loose wires together does not do anything. Thanks!
